Hi All
I am near to completing my Ford based RV after 4 years. It was purchased from a scrap yard in Stoke on Trent after being found in the garden of a property. It had a Q plate registration but no V5. I sent off to DVLA explaining the situation and that I intended to restore the vehicle and including an old tax disc that was in the car. I duly recieved a V5 in my name and registering the car as an Eagle. I recently tried your search link to DVLA to find my car listed as "untaxed", I contacted DVLA and was told it should be on SORN (now done) and that I owe nearly £900 on back tax! Does anybody know if this is legal - I have never received any communication, reminders or demands in 4 years and whilst accepting that I may be at fault this seems a massive amount of money to have to pay for what has been a pile of unroadworthy bits for most of the 4 years - any information or comments would be appreciated.
Secondly, I am close to finishing and have been trying to understand the current MOT requirements for the car - first registered on a Q plate in 1993. Do I have to comply with SVA regulations and am I wasting my time trying to put this back on the road?

Hi Tim,
Well done on rescuing the RV but you do seem to have skipped the bit where it says that as "the new owner", unless the car is SORN you should have it road legal at all times, including the road tax, Insurance and MoT. So legally they are entitled to ask you for the for four years back tax and the fine, BUT a nice letter of explanation to the DVLA should result in clearing it up, if not legal advise would seem expedient in this case in view of the amount owed, (or not).
Q plate or normal registration number by year, it's all the same, it just defines the car as being of "unknown origin or age"
At least SORN is now a one off and not annual as before.

Hi Tim Unfortunately DVLA are correct, any change of details, vehicle or owner, even if already registered in your name, simply changing your address or applying for a duplicate v5 cancels any existing SORN and has to be reapplied for, a lot of people been caught out just changing address, me included As for MOT , as its already registered, no SVA needed, and all Q plated vehicles for 'construction & use' purposes, which includes the MOT, are classed as being manufactured or first used before 1st Jan 1971, so easier to get through MOT, no emissions check etc (visual smoke test only).

Thanks both for the information I have written explaining and asked if not for a waiver then at least a reduction - who knows there may be someone with a heart there!
I hoped for that answer regarding the MOT so I can carry on. I have stripped and rebuilt the chassis with polybushes, new brake pipes etc. Hand painted body as I can`t afford spreying but it looks OK. Currently rewiring from scratch as there was little left of the loom and no dash or instruments. The seats are sorted and I have a good soft top and new soft doors to fit - although these probably wont get used much. The engine has never been run since I have owned it but I am getting ever closer to trying it. If it runs OK I have ambitions to get it on the road this year - fingers crossed

The engine has never been run since I have owned it - you say. Excuse me for the following, but if you don't do the following, you may have problems. ( car will not start, damage to engine etc )and if you know what to do already. Change the points as the "points" part will be knackard, corroded and useless.( grease cam ) Blow the crap out of the spark plug recesses and remove spark plugs. Wire brush plug threads ( or buy new plugs ) and very slightly oil plug threads before replacing. ( don't replace yet.) Empty one quarter of a can of WD 40 into plug holes BEFORE attempting to turn it over, and leave 24 hours. Change the oil and filter, and three quarter fill fillter with 20/50 ( classic oil ) while waiting those 24 hours. Ensure the oil warning light comes on when turning on ign'. With spark plugs out and lead coil to disy earthed, remove from centre of Disy; and a NEW battery, you can, with ease, turn over the engine. Any slight rust in the bores should have been freed, and turn over engine ( without spark plugs and new battery ) and see the oil light eventually go out ( 10 / 15 seconds ). Thats the oil pressure up, and turn over a bit more to prime the oil feed tube that feeds the cams. You don't know what was wrong with the engine, did it have a big end gone, a noisy camshaft, no oil pressure ?? hence it being abandoned. Also, the old 20/50 which would have beeen used in the 70's must be changed every year without fail. Many uk and usa motor sites state the new breed of oils and also synthetic ruin older engines, as tolerances were made to suit the oil available at the time. Newer cars to run on 15/40 and 15/30 have tighter tolerances. Good luck in protecting your engine on the first ever start after 4 to 8 years.

I was aware of most of that but a timely reminder doesn`t hurt. I think the car was abandoned because it wouldn`t run and supect that was due to the fuel line being blocked solid at the exit from the tank. The tank had some lead replacement "pills" in a wire cage rattling around - I don`t know if they contributed to the problem. I have kept the engine free and regularly put redex in each plug hole to keep the rings free. All the gaskets look fresh as though the engine was rebuilt at some time.
