The Eagle SS as we know it today was designed by Tim Dutton. However, it was not a fresh design. Dutton bought the production rights for the VW Beetle based Cimbria SS, a car designed and manufactured by Roy Amore of Milwaukee, USA, (The car was also sold in Canada as the Bernadi SS...same design and manufactured/sold under license).
TD's redesign of the car to become the Eagle SS came before changing the principal donor from VW to Cortina. The cars in the Dutton stable were all Ford based and his intention from the start was to move away from the Beetle to keep inline with kit car trends and add in some longevity...the Beetle was beginning to be regarded as archaic and unsophisticated. This is why the front end recieved so much attention and is significantly different from the Cimbria SS..........he knew he would be accomodating a front engine sometime in the future.
The redesign also took care of certain quality issues attributed to the original design.
Hope this helps.

So where does Allen Breeze and the redesigned Nove come into it in 1981? Allan Breeze is Tim Dutton's cousin and worked on the project with Tim...........how the chores were divvied up between them is anybody's guess. Explored this a little further last night also. It would appear that TD brought the desing to the UK to add to his stable in a Ford form but Allan Breeze took on the project from Dutton under a new company in the form of Eagle Cars Ltd.There's no mention of Breeze in my Nova files....which brings me to another question. Other than both cars were Beetle based kit car exotica, why do people think that he Eagle and Nova are so closely related? Apart from the Beetle base they do not share any parts, were not designed by the same team and, to my knowledge, have never been in the same manufacturers stable. Did some further digging before bedtime last night. It would appear that the Nova, or Sterling as it was named in the USA, was the inspiration behind Roy Amore's Cimbria SS design. He did experiment with various Nova parts including the lifting canopy and front end treatments. Need to start cataloguing and cross-referencing my files
